We wire human behavior into public-safety operations. Our HBPR&A discipline turns cognitive skill into measurable frontline capability. Teams make better decisions when seconds matter.
Greg Williams started reading human behavior on the streets of Metro Detroit in the 1970s. He worked as a Metro Detroit police officer, then held virtually every LE position from shift supervisor to Interim Chief of Police. Somewhere along the way, he realized the skill that kept him alive on the street could be taught, tested, and measured.
He built the USMC Combat Hunter program. Then the US Army's Advanced Situational Awareness Training (ASAT). Then Border Hunter, SOFSAT, MASAT, and 6 other DoD programs. 9 independent studies validated the methodology. General Mattis called him a “national treasure.”
Arcadia Cognerati exists because the discipline Greg built shouldn't live inside a single government contract. It should be available to every organization responsible for protecting people: military, law enforcement, schools, houses of worship, corporate security teams.
We're a profession-building institution. The practitioners are the Cognerati.

“Over time, I tested countless approaches, measuring both success and failure against the foundations of psychology, physiology, and sociology. From that work, I identified universal principles of human behavior.”
Clarity is the disciplined pursuit of understanding in complex environments.
We value clarity because our clients operate in complex environments where sound decisions depend on disciplined understanding, shared language, and explainable and transparent reasoning. Clarity allows Arcadia and its clients to understand the environment, the performance problem, the method, and the decision.
Ownership means acting proactively and responsibly before responsibility has to be enforced.
We value ownership because meaningful performance improvement requires proactive responsibility for the quality, execution, and outcome of the work. We’re upfront about who needs to own what and what our methods can and can’t accomplish. We help our clients develop organizational capabilities and teach them how to sustain them after we’re gone.
Fidelity is disciplined adherence to the principles, processes and methods that produce reliable outcomes.
Effective methods have structure. These methods work because they are time-tested and have been vetted and validated by multiple national programs of record. We deliver HBPR&A and related performance methods in a way that preserves their integrity. Fidelity guides how we support our clients and ensures that our solutions are valid, repeatable and operationally impactful.
